I VOTE ANYWAY


Thanks to a Facebook connection Italian people abroad not resident and therefore not allowed to vote have made ‘fake’ elections as a sign of protest.
With the Italian political elections getting closer, as soon as we came back to England - where we study - after the Christmas holiday spent in Italy, we inquired about the modality of elections for us Italians abroad.
We looked on the internet and we discovered that it is necessary to be registered to AIRE (Association of Italians Living Abroad). After many phone calls in order to understand how to register, we realized that basically we couldn't vote, unless taking the residence here –which requires time. What now? Is it possible that there is not a way to vote unless going back to Italy? What if someone can’t afford it? There must be a solution. Or even better, we have created the solution.
Some students, who, like us, are Italian but live temporarily abroad, have created an initiative of a protest – IO VOTO LO STESSO- for the occasion of the Italian political elections 24th and 25th February 2013. This initiative consisted of a simulation of elections which, even without legal value, gave the possibility for non-resident Italians to express their vote and above all their desire to exercise their rights. This right is prevented from the decree-law N. 232 of the 18/12/2012 for all the Italians non-resident abroad.
After discovering this initiative through Facebook we got in touch with the creators of the event which co-ordinates many European cities: Amsterdam, Berlin, Bratislava, Brussels, Casablanca, Cork, Dublin, Edinburgh, Innsbruck, Lisbon, London, Maastricht, Madrid, Marseille, Monaco, Paris, Porto, Salamanca, Siviglia (Seville), Tarragona, Tubinga, Valencia, Valladolid, Varsave, Vigo, York.
On Saturday 23 February some polling stations were set up in squares, Universities and other cultural centres in every European city mentioned above in order to allow non-resident Italians - including Erasmus students, full time students, and workers - their right of vote.
In order to vote personal ID was the only requirement as it was needed for the processing and registration of personal data. On the basis of this data voters were split between those who could vote only for the candidates of Chamber of deputies (18 years old minimum) and those who could vote for the Senate as well (25 years old minimum).
There were two ballot papers: One (pink) for the Chamber of Deputies and the other (green) for the Senate. These ballots were all the same on the basis of a fac-simile decided by the Minister of Interns. The votes were anonymous and secret.
Each polling station counted its votes that, even without legal value, have shown in which measure the result of elections would have changed.
Results of elections for the Chamber of Deputies:

Results of elections for the Senate:

The voting process did not only take place via paper votes, but also virtually. On the 21st and 22nd of February there were online elections through the platform/operating system ELIGO made available by ID Technology.

Overall, the total of voters has been 1,247 of which 1,029 consists of Italian people abroad for academic reasons. The results of these ‘fake’ elections made the Democratic Party left-wing led by Bersani the winner followed by Five Star Movement led by Beppe Grillo. On the other hand, PDL-the right-wing party led by Berlusconi has obtained a very small amount of votes despite of the ‘real’ elections.
These elections show how the votes of Italian youth between 20 and 27 years old abroad would have influenced the result of political elections. And, above all, they show that in order to co-ordinate with many European cities in a short time all you need is desire and enthusiasm (and Facebook!). There is a young and large portion of Italian people who still believe in a positive change.
Finally, I want to reinstate once more that it is very important, especially in historical moments such as these, to exercise the right of vote which is one of the few instruments (or maybe the only one?) that we can use to change the system.
We, Italians abroad believe in this right and wish to have the possibility to exercise it even outside our country, as it is in the rest of European countries.
In order for our initiatives to produce the effect desired it is necessary to spread the information and that is exactly why we address this issue to you.


‘IO VOTO LO STESSO’


Grazie a Facebook degli Italiani all'estero non residenti e quindi non autorizzati a votare hanno svolto delle 'false' elezioni in segno di protesta.

Con l’avvicinarsi delle elezioni, appena tornati in Inghilterra dove studiamo, dopo le vacanze di Natale passate in Italia, c’informiamo sulle modalità delle elezioni per noi, italiani all’estero.

Cerchiamo su internet e scopriamo che serve essere iscritti all’AIRE (Associazione degli Italiani Residenti all’Estero). Dopo varie telefonate per capire come iscriversi all’AIRE, capiamo che, in sostanza, non possiamo votare, se non rinunciando alla residenza italiana. E ora? Possibile che non ci sia un modo di votare se non quello di tornare apposta in Italia? E chi non se lo può permettere? Ci dev’essere una soluzione. O meglio, la soluzione ce la siamo creata noi.

Dei ragazzi che, come noi, sono italiani ma vivono momentaneamente all’estero, hanno creato un’iniziativa di protesta- ‘IO VOTO LO STESSO’- in occasione delle elezioni politiche italiane del 24 e 25 Febbraio 2013. Quest’iniziativa prevede una simulazione di elezioni che, seppur non avendo valore legale,  diano la possibilità agli italiani non residenti all’estero di esprimere il proprio voto e soprattutto il desiderio di esercitare il proprio diritto. Tale diritto viene impedito dal decreto legge n. 232 del 18/12/2012 per gli italiani non residenti all’estero e non iscritti all’AIRE.

Venuti a sapere di tale iniziativa attraverso facebook ci siamo messi in contatto con i creatori dell’evento che coordina i gruppi organizzativi di varie città europee: Amsterdam, Barcellona, Berlino, Bruxelles, Cork, Dublino, Edimburgo, Granada, Hannover/Gottinga, Heidelberg, Lisbona, Londra, Lyon, Madrid, Marsiglia, Parigi, Porto, Potsdam, San Paolo (Brasile), Siviglia, Tenerife, Toulouse, Tours, Valencia, Valladolid,  Varsavia, Vigo/Pontevedra/Ourense, York.

Sabato 23 Febbraio verranno allestiti seggi elettorali nelle piazze, nelle università e nei centri culturali di tutte le città europee (e non solo) sopracitate per permettere a italiani non residenti – tra cui studenti Erasmus,  ‘full-time students’,  e lavoratori-, di esercitare il proprio diritto di voto.

Per votare è necessario solo il documento d’identità in modo da permettere la registrazione dei dati anagrafici dei votanti. In base a tali dati anagrafici i votanti vengono divisi tra coloro che possono votare solo per i candidati alla Camera e coloro che possono votare anche per il Senato.

Le schede elettorali sono due: una (rosa) per la camera e una (verde) per il Senato. Tali schede elettorali saranno tutte uguali sulla base del fac-simile stabilito dal Ministro degli Interni. Il voto è anonimo e segreto.

Ciascun seggio elettorale provvede allo scrutinio delle proprie schede e al calcolo dei voti che, pur non avendo valore legale, dimostrerà in quale misura le sorti di queste elezioni sarebbero potute cambiare.

Le elezioni non sono state solamente cartacee, ma anche virtuali. Infatti, il 21 e 22 febbraio è stato possibile votare on-line attraverso la piattaforma ELIGO, messa a disposizione da ID Technology.

É inutile ribadire ancora una volta quanto sia importante, specialmente in questo momento storico, esercitare il diritto di voto che è uno dei pochi strumenti (forse l’unico?) di cui disponiamo per cambiare le cose.

Noi, italiani all’estero, crediamo in questo diritto e desideriamo avere la possibilità di esercitarlo anche fuori dal nostro paese, com’è di norma per il resto degli stati europei.

Affinché tali iniziative sortiscano l’effetto desiderato è necessario che l’informazione si diffonda ed è per questo motivo che ci rivolgiamo a voi.
